Looks like you can just loosen the height adjustment clamp and slide the frame out of the lock.
Those are Master Lock “Street Cuffs”. They’re hilariously easy to bypass, and to cut off, depending on how obvious you want to be. All show, no go. They sell them with an insurance guarantee, but claiming it requires the entire lock to be intact in your possession so you can send it back.
Quick release mechanism on the top, yeah no lock is going to help there.
