There’s this big electrical wire where a mirror or medicine cabinet would go. I tried pushing the wire back in the wall and it won’t move at all.
There’s built in lights already in the ceiling, so I don’t need to install a light here.
Am I allowed to shorten/cut the wire and stick it back behind the wall, so I’m able to mount a cabinet or mirror?
If not, what are my options here?

Why would you have to cut it? Couldn‘t you just leave it hanging behind whatever you want to mount there? Cutting the cable is irreversible so if someone wants to connect there later they would have to redo the whole wire.
You wrote that you can‘t push it back in the wall so how would you do that then? Is the wall concrete or drywall?8
Bend it 2-3 times, use a strong tape and hide behind whatever you hang there. Also, best ask landlord.
