This is map of airports, not cities. Some of them are right, they aren’t in city they are associated with, for example Olsztyn-Mazury on this map is placed right, because Olsztyn airport is actually in Szczytno-Szymany.
But thats map of airports not cities
IIRC this map is not of the cities, but rather the airports, and the airports are rarely in the center of a city. Therefore it might seem that some “cities” are in the wrong places.
