Reminds me of a sign in Ieper: everyone can park here (sport center) except aid workers.

It means you should go ahead and drive right through.
Everyone can go past the first plates and bikes can go in both directions. Only exceptions can go past the second set of plates.
tl;dr this is wegwijzerbingo from the contractor. Just pulling out some of the plates they have in the back of their truck. Unecessary blocking the sidewalk.
It is fairly straightforward. It is a one way street for all vehicles except bikes and motorcycles of class A and P. There is no traffic allowed in (from the point of the photographer) nor allowed to come out (duuuuh, one way) except vehicles under 3.5t MTM, busses, agricultural vehicles or vehicles that need to be there for loading and unloading that do not fit any of the aforementioned criteria.
They were out of +3,5ton forbidden signs and there was already the uitgezonder fietsen en bromfiets klasse A/p on the pole that they wanted to use.
For +3,5T, non-bus, non agricultural or delivery vehicles : no entry
For others except bikes/mopeds : one way
For bikes/mopeds : two way
in the same time it takes to comprehend those signs, you could have taken another route
Basically we cannot drive.

My first thought was : It’s a trick from a VB mayor to keep walloon out. But somehow you can’t drive more than 10km in belgium without understanding the *uitgezonderd* word, so they might need to use more complex wording

I think its only this bad in belgium. I have not seen contradicting signs close to eachother in other countries, or at least not as extreme as in belgium,
