Can someone explain why anyone paying rent gets a subsidy?

Havent claimed it yet myself, we’re not registered with the PRTB and the wife wants to wait until after our renewal date to ask for it so as not to make waves. That date is tomorrow, so will be onto the letting agent to push the landlord to get it sorted asap.
