According to the description in ODIN, it is probably describing a Baltic/Scandinavian country.

The exercise suppose that Arnland is an allied nations that have been invaded by Mercure Nations.
The goal is to build a bridgehead and move in
It is just not a French “army” exercise but involving all branches (air and space force as well as the navy). There are allied troops, warships, and aircraft participating as well (US, UK, Portugal, Germany, Spain, Italy and Greece).
