ofcourse its 70%. german is the first language we learn in school and we keep learning it until we graduate so every single person thats alive now that attended school in luxembourg speaks fluent to almost fluent german. the only reason its not at 90+% is because so many people move here to work.

I would say that the modern generation 30 and down that attended to Luxembourgish school can have a conversation in german but only if it is a must and tbh french helps you more in general than german
