Book stores also sell office supplies (Akateeminen kirjakauppa, Suomalainen kirjakauppa – kirjakauppa meaning book store).
But I haven’t seen manila folders with that specific look in Finland, so I’m guessing you might be outta luck. But I’d check the various online stores, maybe they do exist here as well.

“Folder” is “kansio” and “office supplies” are “toimistotarvikkeet”. Just google “toimistotarvikkeet” and you’ll find plenty of online stores.
https://www.verkkokauppa.com/fi/catalog/21a/Toimistotarvikkeet?query=kansio was one of the first links I found.

If no other folder type will do, they have something like that on amazon.de: https://www.amazon.de/-/en/Pendaflex-folder-manila-letter-65213/dp/B0722L14L3/ref=sr_1_20?crid=25F7B3IVEQJGG&keywords=manila+mappe&qid=1677660552&sprefix=manila+folde%2Caps%2C133&sr=8-20 (also from other suppliers).

Large stores/supermarkets have these at their crafts and school supply section, close to notebooks and ring binders.
Bros looking for computer folders😂
You can get these for free, simply right click on the desktop you want them and choose “New folder”.
