Nope. The Constitution from 1848 was replaced by the constitution from 1866, which was replaced by the constitution from 1874, which was replaced by the current constitution from 1999.

If this gets through i hope they get people who actually know how the digital world works to write this. Getting a bunch of fossils who can barely answer an email to rewrite the constitution for the digital age would be catastrophic.
