The article is not accurate, as every newspaper. It’s more “10-15% of all impaired drivers had consumed cocaine”. They were controlled because they were not driving properly… So not randomly sampled.
Like you could go out of a night club, test people for alcohol and claim “Study find that 90% of the drivers had consumed at least a glass of alcohol prior to driving”
