BBC clickbait – headline should read “Driver using phone and not wearing seatbelt fined”

Why does the BBC do this? Probably one of the most blatant miss titlings I’ve seen
Ugh… What is wrong with the BBC and their headlines??? So misleading. Tldr is that he was fined for not wearing seatbelt and talking on phone. Which should hardly be news.
Also… He didn’t necessarily know they were police as was an unmarked vehicle.
Whoever is responsible for the BBC falling in line with the fashion for misleading clickbait headlines needs to change jobs
