The issue with Spain is the big differences between regions. In the last report of regional competitiveness by the Council of Economists of Spain, Madrid, Navarre and Basque Country were the most competitive regions.
You can see it in pretty much all maps or regions of Europe, there is a concentration of people, talent, investment and richness in several regions.
