Bigger countries automatically gather more km because you have to travel longer distances on the train. And combined with a big population you will end up with alot more passenger-km than Switzerland could ever achieve. This only shows how terrible the train network in the US actually is.

Normalizing by population would be quite obvious, as others have pointed out.
Normalizing by length (given that these numbers include the km traveled) is a bit trickier, one may do it based on country “diameter”, area, or length of the rail network.
