95% of the time you just simply don’t open it. If you plan to clean the window, use the proper tool. This can be found in every hardware store. The windows that are meant to be opened regularly have them pre-attached.
For example any household which has an AC system ”built-in” may get seriously fucked up when more than planned air gets in. Make sure you don’t mess your air conditioning before prying that window open.

Be careful when opening larger windows locked with that mechanism. They are intended only to be opened for cleaning. The hinge can’t support the weight of the window well if left open for long.
