Not everyone working for the government has the Luxembourgish citizenship, but it’s probably not that far off
95k people is an utterly absurd figure, the public sector is not 20% of the workforce.
The actual figure is around 32-33k, Lux has a significantly smaller public sector to surrounding counties.

There are roughly 33k government workers, including state-owned companies, like CFL, Post or Luxair doesn‘t make sense when they operate in the private sector
