It’s extraordinarily dumb. It’s a liability for Belarus to deal with when muskovy collapses.
They have no real value. If used against Ukraine, there will be a very strong conventional response from NATO.
If used against a NATO country, then both, dictators will seize to exist.
It changes nothing because if Russia really wanted to use nukes they can launch them from Kaliningrad or from mainland Russia with little difference than if it was done from Belarus.
