What is Garantiefonds Hochschulbereich? What programs does it finance?

Hello, I’ve been making my research in handbook Germany in [student finance](https://handbookgermany.de/en/student-finance).

And I found talking about the “Garantiefonds Hochschulbereich (GF-H)”, and that raises a lot of questions for me.

In what consist the program? A german language course for people who want to study in Germany? Is Is this a preparation before a Studienkolleg?

It’s only for repatriates and refugees? Could be entitled for people with german citizenship who doesn’t speak german?

Do you have to already residence in Germany to submit GF-H application?
