It’s not like saunas are part of only Finnish culture. They didn’t originate more in Finland than they did in Estonia which is already a NATO member.
Back in USSR days political meetings both on low and high level tend to be sorted in Saunas and tons of Vodka.

It’s not like saunas are part of only Finnish culture. They didn’t originate more in Finland than they did in Estonia which is already a NATO member.
