If you are to submit a tax return for 2022, you must complete the form as indicated and submit it.
It says «we have not made a pre completed tax return for you» «i want to turn in a tax return anyway» «if you think you are supposed to deliver a tax return, you can use this form» «Tax return for persons who has not received a pre completed tax return for fortune – and incometax 2022»
There is one in pdf and one in word. Use whichever works for you.
