Considering the chaos around the airport, at the moment how does a person get from Marsa to Hal Far? And back?

Try to follow the signs basically – because they are changing every few days. Today they must have changed something as there was a huge traffic trail.
If you want to avoid the airport hassle you can through Birzebbugia and reach Hal Far from the other side.
Google maps is actually currently up to date.

But as /u/colorlesspickle said, keep an eye out for signs, its a complete shitshow.
Waze is better for dealing with road works. I switched from google maps after it kept trying to take me over the mosta bridge
