Soon to move to Canada and currently reading about swapping German for Canadian license (https://canada.diplo.de/ca-de/konsularservice/weiteres/fuehrerscheinumtausch/1096918).
Can someone tell me which institution in Germany would issue Führerscheinbescheinigung so that I don’t need to do that via the German consulate since I am not a citizen?
I am aware that in Germany it will most probably be issued in German and that’s fine, I’d translate it once in Canada.

From my reading of the website, only the German consulates in Toronto and Vancouver issue that document. The document is in lieu of a translation, so you could also simply have an official translation made: I guess the Canadian authorities would explain what a valid translation needs to look like.
Which province are you moving to? In Saskatchewan we didn’t need any translation.
