AFAIK, the landlord cannot just do that if there’s a lease.
Maybe tell them check with the housing authority, because the lease would pre-date the 2020 laws and therefore fall under different rules.
I’m not saying the landlord or tenants are wrong but I wouldn’t be surprised if the landlord is following the new laws that only apply to contracts dated after 1/1/2020. No harm in looking into it.
