I’ll never understand what drives people like that. Neither here (as in this article), nor like those on the weekend in Zürich. Like, what’s the point? Are they that bored with their lives and can’t find a better hobby?
Enter only with ID and for the “fan” sector track them with cameras. Everyone that misbehaves gets taken out of the sector during the game and sits in a cell a couple of days.
In the Netherlands we have had stadium tickets issued in the name of the visitor for a long time now. ID check at the entrance and the name had to match.
You pull crap like attacking a security guard? Now you will not be issued tickets for any stadia in the country anymore. Red card for you.
