If its near a Block of flats it is propably a soviet era bombing raid shelter. It could be an emergency exit from one of this bunkers where the main entrance is from a basement from one of the blocks.

I have something exactly like this on my yard – it’s lid for water tank that collects rain water. Later my Mom uses it for plant watering. Nothing extraordinary 😉
You can check on official govt geoportal to see if some infrastructure goes through that place.

Ehhh… it’s just a cover of a manhole with a hydrofoil or submersible pump.
Its a fire pit. The lid is there so the fire don’t spread and grow once you finish your grill/party.
