Seems just unfortunate placement for most part, the signs to the right should just be turned around 90 degrees so they viewing side of them is visible for the ones coming from across the bridge. Based on streetview, there was probably a spare sign that was their from a previous phase of the works hence the doubles.

‘Omleiding’ to the left and ‘wegomlegging’ to the right.
I hope you were’nt expecting logic… this is Belgium, you know…
Toch duidelijk? De omleiding naar links en wegomlegging naar rechts.
Typisch dat er direct een paar hun auto op in het midden van de baan parkeren.
