
The Louvre Pyramid under construction 1988. Workers built the pyramid before the supporting underground structure because they feared that if the Socialists lost their election in 1986 (they did) that conservatives would upend the entire project & wanted the designs to be irreversible.

Something similar happened with the Philadelphia Museum of Art. The wings were intentionally built first, to help assure the continued funding for the completion of the design.
It does look like shit in that particular setting to be honest.
