Nevertheless car 2 has priority. And if it’s not within the “bebouwde kom”, you have to drive in the right lane. If it is indeed in the “bebouwde kom”, car 2 can choose to go to the left lane, so car 1 should still wait.
So I would say option 2!
According to the law it’s option 2, you should always drive onto the first lane when driving onto a multi-lane street. In reality option 1 is what most people will do though.
Option 2 is how it should be according to the driving instructors with car 2 having priority, he has to cross less lanes, irl option 1 is what is most likely to happen.

This seems to be trying too hard to create the conflict when there should be none.
My kids are passing their exam and reading the book, *so much of it* really is “don’t be a dick, don’t be surprising” and so on. Same here. Don’t be a dick to go to the “other’s line”, don’t be surprising to not respect the right hand side right of way.
