You have to go to a strip club, spend 3 hours there and not lose any money. This is a hard quest, but I saw some tutorial on youtube, this guy claims he did it by using a controversial and demanding method of “not being drunk”

This side quest stopped being available with end of Free City of Gdańsk story arc. No one was able to unlock it since and building looked like that ever since. The building is effectively legacy content; I expect some developer will quietly replace it with something new.
You need to unlock a camera with better CR first.
