Surely it should be “not functioning” instead of “not functional”.
It’s always been a pretty poor service in vast swathes of the UK but at least you generally knew when the shit really hits the fan they’d keep you alive. These days, not so much. The mountain Labour has to climb to fix this is very daunting.
