I mean it still works that way. If there were no parking fees, people would just park their cars and forget about them and you never having the chance to park anywhere near where you want to.
Of course there is also a lot of parking that is only there for revenue..
Even private guest parking spots now have parking meters.
so that has been a known problem for 70 years now and it wasnt fixed? way to go mankind!
