So I live in the U.S. and am looking for one of these to study the mechanisms of for an upcoming project. Ebaykleinanzeigan restricts anybody from messaging if not in Europe. Could anyone help or suggest a good idea or way I can get in touch with this seller?

Ebay Kleinanzeigen is meant as a plattform for selling stuff in person. You get the item, I get your cash.
The number of scams if you try to buy or sell thing and send the items is really big. I would never sell something to somebody online if the items costs more then 10€.
So even if you could contact the selling, most likely he want sell you the item, except if you seld him the money first. But this would be really stupid of you, because the seller could be also a scammer.
