That kind of bins is used for segregation (for example in front of Lidl) but as long as they’re not labelled they’re mixed.
They probably installed bins ready for segregation, but maybe didn’t sign a deal with the waste company for segregated pickup and all bins are used for mixed. You don’t have to segregate trash in Poland, but it costs more to pickup all mixed only.

They probably took them from Orlen one dark winter night and removed all labels.
Put piwo on the left, full. Wódka in the middle and gotówka on the right. I empty it every morning.

By law, new buildings are obligated to put recycling bins around, don’t matter if they are sorted properly, that’s the reason you can see the bins in malls that have 4 labeled entries but only 1 bin under. Eg. Gemini Tychy

I would call it a Real Engineering
If you see cans/bags in various colors, yellow is plastic/metal, blue is paper, green is glass, black/dark brown is mixed/other, light brown is bio.
In this case I’d say it’s all for mixed. Looks like someone took typical mixed/plastic/paper trashcan you’re suposed to put colored bags in and decided “meh it’s black on the outside, they’ll know what to do”.
