  2. Politico being careless with wording here: MoUs are not binding international treaties like “trade deals” (FTA/RTA) are, and US states can’t sign international treaties.

    It’s basically a letter of good will saying that we will both try to cooperate more on some stuff. Not a bad thing but let’s not conflate it with something it is not.
