You need a court order to do that. I recommend contacting a lawyer, because the procedure is not easy. I am not a law expert but maybe there is someone more knowledgeable in this topic in here. Generally it is easier and safer to just burn the hair off as it is legal, because shaving was deemed to dangerous as someone can cut himself. Be safe and avoid razors!
Our climate is fairly volatile, being a mix of continental and maritime, i would not recommend a full shaving session, but you might be able to sneak in a quick one if you time it right. Our fairly high latitude should allow you do so without too much headwind generated by planets rotation without facing the problem of too much angular speed you would face in Norway and higher. And being just +2 from GMT should keep all your time-shift sensutive hair fairly comfortable. Overall, it’s not the worst place if you need to shave in a jiffy and can’t fly a thousand more miles for a more comfortable spot.

Therefore, you have to have a beard if you identify as a men. Shaving is punishable by huge fine or time in jail. This is how our authorities spot FSB and GRU spies. Basically, they shave daily and by doing so become an easy target.
