How much of the water that’s missing is being used up by which industries, is it all (conventional?) agriculture?

For reference, the church you see in picture 6, should be all but the tip underwater.
It lacks so much water that they are trying to move the fishes to another damn so there’s not a mass dead and the body of water gets polluted.
Would be great to have some actually information Op. When is this? Where is it? Etc.
Really hope that this was just last summer and things are better now.. this summer is going to be rough.
