Negotiations on Doel 4 and Tihange 3 are dragging on: a legally binding agreement before the summer is unlikely

    >How many billion should operator Engie set aside for the disposal of nuclear waste? How many billion will it put into the demolition of the nuclear power plants? How much financial support will the extended Doel 4 and Tihange 3 power stations receive? No amount has been put on it.

    >Engie wants to deposit as few billions as possible, but the federal government is proving to be a tough negotiator. She imposes high demands on Engie because she wants to avoid passing on the costs of the nuclear legacy to the population. The clicking of the billions is therefore what it is all about.

Why are contractual arrangements like these still “unclear” or “negotiated” after 50 years of life of the power plants?

If I am not mistaken, all the costs of decommission and nuclear waste treatment are born to Engie. Or is it that they can somehow break the agreement with any “last minute” change?
