2. I would start with the commune. It has written on it “ville de luxembourg” and the postal code (?) 2920

3. I would recommend dropping them off at the police. That should be one of the first places to reach out to if you lost something.

4. If you found them near the gare maybe drop them there

5. These are indeed probably the keys of someone working for Villes de Luxembourg, as the RFID tag (probably to open doors, clock in/out) has a yellow VDL label on ad well as the number of the tag. by that number they can identify the owner. Just drop them off at the Biergerzenter

6. I found a pair of glasses in Hollerich gym park if anyone is missing them

7. UPDATE: I was about to go to the Biergercenter, when I came across three friendly Pecherten… pardon, Agents municipauxen. They confirmed that the keys must belong to one working for the City of Luxembourg, so I left them with them to hand in. Thanks to u/PhilCee_
