Essentially it’s for people who took part in activity against the communist government.

Yes. Some people who were persecuted during PRL for their anti-communist stand, get a special ID that entitles them to certain perks, like free public transportation, pension etc. They are treated like veterans of combat, and handled by our equivalent of VA.
