Here in Luxembourg we have one continuous traffic jam since years.
Add one more lane (like what they are doing on the A3) and within a few years, we’ll be back to square one. Induced demand is a bitch.
What we really need is a much improved public transport network, especially outside the city. Research shows that there are very few car or transit people and that most just use whatever is most convenient. Encouraging more people to take the bus or train by offering frequent, fast and reliable service will also lead to less traffic jams on the motorway as less people will rely on their cars.
