I’m getting my balcony ready for summer. One idea I have is to install some type of wood panelling, trellis or planters (here is what I have in mind [https://imgur.com/a/tfPwQtX](https://imgur.com/a/tfPwQtX)). For space and stability reasons, it would be ideal if I could affix this to the wall. What are the general guidelines and suggestions for drilling into exterior walls, and what should I be aware of?

here is a picture of my balcony and the walls, would be great to know what my options are (but I guess that the stucco will already limit what I can do….)

You need permission of the owner/owners association to modify outside walls.
In general, you should drill as few holes as possible.
Panelling just for decoration (your third pic) needs approvement by the owner, because you would change the look of the building on the outside. Very unlikely to get this approval.
In your first pic, it should be possible to call it just a flower stand, and it does not need many holes drilled. I can imagine trying that without even asking.
The second picture shows large flower boxes that need lots of stability = deep holes. I dont’t know, and I don’t like it anyway 🙂
If that’s a new building then you must not drill holes in the insulation! Better ask your landlord first because changes of the outside apparance of the house are regulated, too.
Have you looked into “Pflanzkasten mit Spalier”? That’s the long pots that have a lattice at the back where you can for example grow fruit on your balcony. You probably wouldn’t need to fix those to the walls if the pot part is heavy enough (should be) and it would look similar to your ideas just with a pot at the bottom.
Edit: also I cannot recommend those clickable wood or WPC tiles you can get at Ikea or hardware stores enough. I have them because my balcony was just as concrete as yours and they change the look of the entire place
