A company came and put up scaffolding around our entire building. The landlord told us it would be because they’re replacing the attic/roof windows, but the scaffolding around the entire building seems excessive for that, they literally drilled it into the facade.. which started at 7am most days. Another annoyance but whatever, that’s done. Anywho I don’t have a problem with it until I noticed that the support bars for the scaffolding go right through our balcony ([pictured here](https://imgur.com/a/6Uz7vqd)). At first they only put up the horizontal bar, whatever I can live with that. Then the next day they added the extra diagonal bar and now our already-small balcony is unusable, until at least the end of june which is the forecasted end time for this construction. It appears we are the only one’s who’s balcony is overtaken like this.

The icing on the cake is that we have confirmed an adoption of a cat, but one of the conditions is that we fit our balcony with a net so the cat can enjoy some fresh air. The agency won’t let us adopt until they do a home inspection and they see the balcony is prepared. But I obviously can’t put the net up with the bars in the way.

Am I right to complain? Or am I being unreasonable? To whom would I? Can I simply ask the construction guys to get rid of the bars around my balcony? I’m not an engineer but it appears they don’t actually add any structural support.
