Overseas territories are just as entitled to infrastructure development

The Grand Tour had an episode in Reunion. It was pretty cool.
Somebody got big time rich.
At least it’s understandable since it seems a pretty high engineering task but in Romania we had (or still have) the most expensive roads per km and most of them are built in the plains…
Looking at [the map](https://www.google.com/maps/dir/-20.8738412,55.4281564/-20.890892,55.3810119/@-20.8821138,55.3647188,9256m/data=!3m2!1e3!4b1!4m2!4m1!3e0), this section that is detached from the land is just west of the regional capital Saint-Denis and it is 5.4 km long, which is about 2.6% of the circumference of the island.
