In a lot of countries this is perfectly normal. Look up trains in India for example. This person is just doing something that’s part of a different culture, most probably not realizing it’s not accepted here
The risk of getting caught for fare-dodging seems much lower than the risk of getting caught doing this, so why even bother?

I would advise doing this with inline skates instead of hanging like that.
Nah it’s dangerous but have done that in the past on inline skates. But I might have been a bit younger than this guy.
