I’m not sure his drink was spiked, no medical evidence shown
My sympathy for the young man and his loved ones but people spiking drinks with the kind of drugs that can do this is a media generated fantasy as much as razor blades in halloween sweets and the momo challenge.
What is most likely to have happened here is that he voluntarily took a nasty cocktail of drugs and had a bad reaction, but nobody wants to take responsibility when they can just blame a fantasy.

Something doesn’t add up.
How can you have a night out when the country is in full lockdown? Pubs in England didn’t even re-open for table service until the 4th July 2020 and I don’t recall outdoor venues being open either.
