If the [new citizenship law](https://www.iamexpat.de/expat-info/german-expat-news/germany-allow-dual-citizenship-under-new-coalition-agreement) passes, foreigners can get the German citizenship in 3 years ([check this](https://www.iamexpat.de/expat-info/german-expat-news/what-written-germanys-dual-citizenship-draft-law)).
What would happen with people who have been living in Germany for already 3 years, don’t have the PR yet, but have C1 German?
Would they be eligible to apply for the citizenship directly in that case? Or do they have to have a PR beforehand …
