As a person who is fascinated by architecture, I wouldn’t say this is bad

Isn’t there a period when some metal poles will be placed so the people become aware of the project and can complain?

It could look cool.
3D renders always lack a bit of reality to them, so things like this stand out like a sore thumb. But I don’t really have any particular issue with mixes of old and new architecture. And they can look great.
Look at London. In some places, you have 19th century townhouses with skyscrapers behind, or the Tower Bridge right near the weirdly modern Mayoral building, and other such examples.
Uniformity can be beautiful. But so can tastefully done modernization.
I wouldn’t have chosen the winning project but looking at the top 10, i’d be interested to see if you think any of those would get public approval. It seems difficult to fit modern architecture in this setting and the only neo classical entry in the top 10 looks horrible as well…

I don’t know, maybe I am stupid, but to be honest I kind of like it?
You can start by understanding that taste is subjective, and then that a jury made of professionals in different fields have considered it the best in a competition with hundreds of entries.
Or you can go to your nearest architecture school and ask why your “good” designs today are only found in oligarch and saudi mansions.
