I was reading about dog loitering not picking up fines, and somewhere said in Dublin in past few years there were like couple issued, like surely if it’s correct country wide, it’s most useless threats then. As dog shite on footpaths goes it seems never going away if not actually just fckn more. My bad seen the sign is about leash now.
It’s like that one sign:
“Do not tamper: will cause death and a €50 fine”
(Paraphrased, can’t remember exactly)

“Well they should carry a badge with a warning or something”
“Well they don’t have to because, here’s the important part, They’re. On. Fucking. Leashes!”
