Anyone can correct me but as a driver of many years in Lux I read it as:
On Mondays through Saturdays, between the hours of 08:00 and 18:00, non-residents can park here with a meter ticket for a maximum of 2 hours. Residents with a Vignette are exempt from this restriction.
