He never intended to deliver them. He just wanted to drum up support for himself and the Tories in the short term. He knows voters have short memories so most won’t even realise he has failed to deliver on such promises.
They’ve had an 80 seat many since the last election and done fuck all with it except undertake the largest theft of tax payers money in British history

Only a Tory can make a pledge setting themselves an extremely low bar for success, and *still* miss it.
Half the pledges he made were going to come true without any government input at all. But all the effort led to them not doing so
