They are sometimes on the side, sometimes straight in the middle of the road. Sometimes they seem to appear in certain intervals, sometimes the seem to appear random.
We see them everywhere around Teplice, Litvinov and Dubi.

It’s called GCP – Ground Control Points. These can then be used for laser scanning and other geodetic and cartographic operations.
Geographers use it for aerial mapping, there are some articles about it, but all are in czech. Someone who knows more will surely write the details here.

It’s a simulation glitch. Take more blue pills and don’t worry about it.
Maybe they are in Germany and/or Austria too, people just tend to notice things and people more while abroad.
